An investigation of the Social Security Death Index (SSDI) revealed that 15 of Jeffrey Dahmer's alleged victims are not listed. Here are their names:

The Social Security Death Index (SSDI) gets updated when someone reports a death - usually a funeral director or family member - to the Social Security Administration.
15 of Jeff Dahmer's alleged victims are not in the SSDI database.
This means nobody told the US Social Security Administration they had died.
Does this mean these 15 men are still alive? (Well...we have mugshots for two of them.) Not necessarily. It just means that nobody - the funeral director, family - told the Social Security Administration that these men were dead.

Some of these people might be listed in the Wisconsin Death Index. For example, Curtis Straughter is listed there even though we have mugshots of him taken in 1999 and onward. But Curtis Straughter was never reported dead to the Social Security Administration.
Ancestry.com even says that Steven W Tuomi, born in December 1962, lived in Milwaukee from 1989 to 1991. His address is listed as 3261 N Oakland Ave. This information comes from Voter Registration Lists, Public Record Filings, Historical Residential Records, and Other Household Database Listings.
If you try this yourself, keep in mind that more recent deaths—post-2000—might not be included in the SSDI because the rules have changed.
